Most of this metro sits on clay that has been where it is for a very long time. Kansas City, Kansas is the exception. Along the river and through the industrial districts the ground is Mixed industrial fill and Kaw River alluvial clay — part river deposit, part material that was placed there during a century of heavy industry. It is genuinely made ground, and it does not behave like a soil map says a soil should.
That changes the order of operations. In most cities you design a pavement section from the known soil and the expected traffic. Here you open the ground, load it, and find out what you have before you commit to a number. A lot in Armourdale can have three different bearing conditions under one surface, and the surface will tell you about it a year later if nobody looked.

How we build for Kansas City's weather and soil
Three conditions do most of the damage in Wyandotte County. None of them are about the asphalt.
The ground is not natural ground
Wyandotte County pavement sits on a mix of industrial fill and Kaw River alluvial clay. Alluvium is river-deposited material — fine, soft, and slow to drain. Fill is made ground: whatever was placed there over a century of industrial use, at whatever compaction was normal at the time. Neither can be assumed to carry load evenly, and the two often sit side by side under the same lot.
Water sits high in the bottoms
Flood risk in the river bottoms and industrial areas is moderate to high, and the water table follows. A subgrade that is wet most of the year loses strength, and 40 freeze-thaw cycles at a frost depth of about 34 inches work on anything holding moisture. On the upland neighbourhoods — Piper, Turner, the west side — this is much less of a factor.
The load here is the heaviest in the metro
Constant Class 8 freight moves on K-32 and through the rail-to-truck transfer corridors, and the axle-load stress at industrial gate entries is as high as anything in the region. The failure that produces is deep structural rutting in the truck lanes rather than surface wear — a section problem, not a surface problem.
What fill and alluvium mean for the sub-base: neither material can be counted on to give uniform support, so the base has to do more work and has to be built on something that has been tested rather than trusted. In practice that means proof rolling before stone goes down, undercutting and replacing where it fails, a geotextile separator so fine river material cannot migrate up into the base, and section depth set by the weakest zone on the site rather than the average.

Proving the ground before you pave it
On made ground you cannot design a section from a soil map. This is the sequence we work through first, and what we do when a check comes back bad.

Wyandotte County paving questions
Why does pavement settle unevenly in the industrial bottoms?
Because the ground under it was placed there, not laid down by nature. Industrial fill varies in what it is made of and how well it was compacted, sometimes across a few metres. Under load, the loose zones consolidate and the well-compacted zones do not, so the surface dips where the fill was weakest. That is why the honest first step here is proving the subgrade rather than assuming it.
Can you build a lot strong enough for loaded trucks on river-bottom ground?
Yes, but the design has to acknowledge what is underneath. That usually means undercutting soft areas, a geotextile separator, a deeper compacted stone base, and a binder course under the surface course at the gates and turning points. What does not work is putting a standard car-park section on soft alluvium and hoping the mix is tough enough. It is a structure problem, not a mix problem.
Is the west side of the county different from the river districts?
Considerably. Up around Piper and Turner the ground is upland and drains far better, flood risk is low, and the work looks like ordinary suburban paving. Down in the bottoms — Armourdale, Argentine, Fairfax — the subgrade and the water table drive everything. Same city, two different engineering conversations.
Do you work around events at the Legends and Speedway district?
Yes. Event parking has to stay usable, so lots there get phased and scheduled around the calendar rather than around our convenience. The paving stage is the one that needs its section completely clear for about a day, and we plan that against the event schedule before anything is booked.
