Asphalt Paving Serving Kearney and Nearby Communities
Some of the hardest-working pavement in town is empty six days a week — and takes its whole year's load on the seventh.
Tarmasters paves commercial, civic, and residential asphalt across Kearney, Missouri. Two things shape the work here: event and school lots that take concentrated peak loading, and Haig series silty clay that moves beneath them. Insured, bonded, working the metro since 2014.
Look at where pavement fails in Kearney and a pattern shows up quickly: it is the lots that spend most of their lives empty. School and athletic parking, the amphitheatre, the civic and community facilities. Nearly deserted through the week, then absorbing a full crowd plus buses and service vehicles across a few hours, repeatedly, in season.
Averages hide that completely. A traffic count says the lot is quiet; the wear pattern at the entrance and along the bus route says otherwise. Designing for the peak rather than the mean is the whole difference between a civic lot that reaches twenty years and one that needs work at twelve.
Kearney also holds its commercial property to standards it genuinely enforces, which we think is to the town's credit and worth planning around. We work the whole city from Lee's Summit — retail along MO-92, the I-35 Interchange Commercial District, and drives across the subdivisions. Insured and bonded, and honest about whether a lot wants targeted repair or a full resurface.
Six questions to answer before anyone quotes an event lot
These are what we work through on a school, church, or civic property here. If two bids are wildly apart, it is almost always because one of them has answered these and the other has measured the square footage.
1How many times a year does the lot actually fill?
A school, athletic, or event lot spends most of its life nearly empty and then takes its entire year of load across a few dozen evenings. That pattern matters more than an average daily count, because the damage is done in those hours. Design for the peak, not the mean.
2What parks on the grass or the overflow?
Overflow areas are the honest weak point on most civic lots here. If vehicles routinely park on a shoulder or an unbuilt area during events, that ground is being loaded without any structure under it — and it becomes rutted, then muddy, then a maintenance liability. It is worth deciding whether to build it properly or fence it off.
3Where do buses and service vehicles turn?
Buses, refuse trucks, and equipment trailers concentrate turning load in a few specific places, and those places are usually visible from the wear pattern before anyone measures anything. Those areas want a heavier section and often a stiffer mix; the general parking beside them does not.
4How long can the lot be out of service?
Almost always defined by a calendar you do not control. School and athletic seasons, plus event bookings, set the window. Paving needs its section completely clear for about a day and 24 to 48 hours before traffic returns, so the sequence gets planned backwards from the first fixture rather than forwards from the start date.
5Does the lot currently meet the code it will be judged against?
Worth establishing before you spend anything. Kearney holds commercial parking to hard-surfaced standards and enforces them, and a lot being re-laid is generally assessed against current requirements rather than the ones in force when it was built. Better to price that in than to discover it at inspection.
6What is the accessible route from the farthest stall?
On a large event lot the accessible route is long, and long routes drift out of tolerance more easily. It is worth walking and measuring it before the design is fixed, because moving the accessible stalls closer to the entrance is nearly always cheaper than regrading a hundred metres of path.
Why Kearney pavement fails — and how we prevent it
Five conditions, and what each one changes about the build.
| Condition | In Kearney | How we build for it |
|---|---|---|
| Subgrade | Haig series silty clay | Moisture conditioning and geotextile separation, with base depth set by the plasticity of the clay rather than by habit |
| Frost and freeze-thaw | 36 in. frost depth, about 40 cycles a year | Crack sealing on cycle so water never gets the chance to work through a winter below the surface |
| Peak loading | Intense point-load stress from school and athletic event traffic | Heavier section through bus routes, service access, and turning points; standard section in the bays |
| Corridor traffic | Growing commuter and logistics flow on I-35 and MO-92 | Entrances and drive aisles built for the vehicles arriving, not the ones parking |
| Asset age | Retail and civic lots from the 1990s to 2010s at a 20-year structural limit | An honest mill-and-overlay assessment rather than another surface treatment over a spent structure |
Clay County's name is earned. Kearney sits on soil with high plasticity index values that swell when wet and shrink when dry. Without proper moisture conditioning and geotextile separation, that movement transmits directly through the base and cracks the surface from underneath.
Services for Kearney properties
Commercial paving, repair, and driveways have dedicated Kearney pages. The rest run through the metro service pages.
Retail, civic, and school lots built to the standards this city actually enforces.
Mill-and-overlay on the 1990s–2010s stock now reaching its structural limit.
Full-depth repair at bus routes and turning points, where event loading concentrates.
New drives across the growing subdivisions and replacements in the historic core.
Stall layout, bus lanes, fire lanes, and the accessible routes a large event lot needs.
The cheapest way to keep a compliant lot compliant, and the first thing that gets deferred.
Slowing the oxidation showing on the high-traffic MO-92 retail centres.
Removing a spent surface to grade so the resurfaced lot still meets kerbs and walkways.
Areas we cover near Kearney

Working in Kearney
Tarmasters is a Kansas City–owned paving contractor and the asphalt division of Ford Concrete and Paving, working across the metro since 2014 with our own crews and equipment. On a school or civic lot the schedule is the hard constraint, and controlling our own crews is what lets us commit to a date and hold it.
Work here runs under City of Kearney building codes. Commercial parking is held to hard-surfaced standards, and a lot being re-laid is generally assessed against current requirements rather than historical ones — so we raise that at the estimate.
Insured and bonded. Measured estimate, fixed price, firm sequence, and a straight answer about what your surface needs.
Kearney paving questions
Why does an event lot wear differently from a retail lot?
Because the loading is concentrated rather than spread. A retail lot sees steady, moderate traffic all week. A school or athletic lot sits nearly empty and then absorbs a full crowd — plus buses and service vehicles — in a few hours, repeatedly, in the same season. The damage shows up at the entrance, the bus route, and the turning points long before it appears anywhere else.
Does Kearney really enforce parking surface requirements?
Commercial zoning here requires hard-surfaced parking — pavement or concrete — for commercial uses, and the standards are applied. In practice that means gravel is not an option on commercial property, and a lot being re-laid is generally assessed against current requirements. We would rather price for that at the estimate than have it come up at inspection.
What does Haig series silty clay do to a lot here?
It moves. Clay County soil carries high plasticity index values, swelling when wet and shrinking when dry, and without moisture conditioning and geotextile separation that movement transmits straight through the base and cracks the surface from underneath. The base is what isolates the pavement from it — surface thickness alone does nothing.
Our civic lot is around twenty years old. Overlay or rebuild?
It depends entirely on whether the base is still carrying load, and that is visible if you know what to look for. Connected, scaled cracking across a defined area means the structure is flexing and an overlay would reflect straight through it. Isolated cracks and an oxidised surface over firm ground is exactly the case for a mill-and-overlay. We will tell you which one you have.
Can you work around a school calendar?
Yes — it is the normal constraint here rather than an exception. The sequence gets planned backwards from the first fixture or the first day of term. Paving needs its area completely clear for about a day, with 24 to 48 hours before traffic returns, so the phase map is built around the dates you give us.
