What is a valley gutter, and why would we want one?

A shallow concrete channel cast into the pavement that carries water across a lot to an inlet. On ground with no natural fall it does the job a slope would do elsewhere — and unlike a kerb, vehicles drive straight over it, so it can run through the middle of a parking area without interrupting circulation. On flat sites it is often the only profile that works without building the centre of the lot up unreasonably high.

Why can we not just crown the lot?

Sometimes you can, and where there is room it is a good answer. The catch on flat ground is height: a crown needs the middle of the lot to sit meaningfully above the edges, and on a level site that means either building the centre up — which affects kerbs, thresholds, and tie-ins — or cutting the edges down. Where neither is available, a valley profile does the same job at a fraction of the height.

Is Grundy-Pawnee series clay forgiving?

Those routes were built to a lighter standard than the traffic that now uses them, and with heavy volume on US-24/40 and K-16 the structure has been worked well past what it was designed for. That is a rebuild rather than a repair, and it is worth planning as a capital item rather than patching year after year.
