That is why a lot down near the river can settle unevenly while the same construction on the bluffs performs perfectly.

What is the single most valuable maintenance job here?

Crack sealing before winter. It is not close. Every open crack is a place where water gets in, expands roughly nine per cent as it freezes, and forces the crack wider — ninety times over, in a bad year. Sealing costs a fraction of the patching it prevents, and the window for doing it well closes in November.

Properties in the lower Stockyards and north industrial districts sit on flat floodplain terrain with minimal natural drainage pitch. Pavement must be graded with engineered cross-slopes and connected to functioning storm infrastructure—otherwise water ponds, infiltrates the base, and causes premature failure. On flat floodplain ground there is almost no margin — a settled area, a blocked lead, or a silted inlet is enough to leave water standing where it used to drain. The fix is usually a targeted regrade plus getting the collection working again, rather than a new surface.
