Asphalt Paving for Oak Grove Driveways and Parking Lots

Some of this work has a season, and the calendar is not negotiable. Knowing which month you are in is half of getting it right.

Tarmasters paves driveways, retail lots, and industrial pavement across Oak Grove, Missouri. The subgrade is Wymore series expansive clay, which holds moisture through winter, so both the build and the calendar have to account for it. Insured, bonded, working the metro since 2014.

Most paving decisions in Oak Grove come down to two questions, and the second one gets ignored. The first is what the surface needs. The second is what month it is. Sealant will not bond below a certain temperature. Hot mix cannot be compacted once it cools too fast. And a clay subgrade holding winter water cannot be built on at all until it has drained.

None of that is a scheduling preference. It is why a crew will happily mill your lot in March and decline to seal it, and why the most valuable weeks of the year here are the ones in early autumn when every crack can still be closed before winter gets into it.

Oak Grove is growing steadily along the I-70 corridor and Broadway Boulevard, with light industrial work following it. We cover it from Lee's Summit — insured, bonded, and straight with you about what can be done well now versus what is worth waiting for, whether that is sealing, resurfacing, or a full rebuild.

What separates a lasting Oak Grove job

Four conditions, all of them measurable before anyone quotes a number.

The subgrade, and why we test it

Oak Grove's subgrade is dominated by high-plasticity clay that swells when saturated and shrinks during summer drought. This seasonal volume change cracks pavement from below — even on lots that look structurally fine on the surface. Every project here starts with subgrade moisture testing and geotextile fabric installation where plasticity index readings exceed acceptable thresholds.

Flat commercial ground that will not drain itself

Much of Oak Grove's commercial zone lacks significant grade change, meaning stormwater pools on lot surfaces rather than draining naturally. Standing water accelerates stripping — the separation of asphalt binder from aggregate — and softens the clay subgrade beneath. Every lot design here requires engineered slope and a minimum of 1.5% cross-grade.

The winter, and the date that matters

Jackson County routinely sees temperatures swing above and below 32 °F more than 50 times per season. Each cycle forces water in pavement cracks to expand and contract, widening fractures and pushing patches. Crack sealing before mid-November is critical for any Oak Grove lot with visible linear cracking.

A commercial stock arriving at the same age together

Many of the city's commercial lots date to the 1980s through 2000s and are reaching the 25-year structural lifecycle at roughly the same time. That makes them candidates for a full mill-and-overlay rather than another round of surface repair — and it means several properties on the same street will need real work within a few years of each other.

Working in Oak Grove

Tarmasters is a Kansas City–owned paving contractor and the asphalt division of Ford Concrete and Paving, working the metro since 2014 with our own crews and equipment. Controlling our own schedule is what lets us say "that should wait until May" instead of taking the work and hoping.

Work here runs under City of Oak Grove / Jackson County codes. Insured and bonded — measured estimate, fixed price, and a firm sequence with the weather contingency stated up front rather than used as an excuse later.

The paving year in Oak Grove

What can and cannot be done well, month by month, and why. Weather moves these edges by a few weeks in any given year, but the shape of it does not change.

Window Good for Not now Why
March – April Milling, full-depth repair, base work as the ground dries out Sealcoating; surface work while the subgrade is still saturated Clay holds winter moisture. Working a wet subgrade destroys the very thing you are trying to build on.
May – June Everything. Paving, repair, sealcoating, striping Little — this is the open window Warm, comparatively dry, and long enough days that a mat can be laid and rolled without racing the light.
July – August Paving and sealcoating at their best; night work on lots that cannot close by day Nothing weather-driven Hot mix stays workable longer, compaction is easier, and sealcoat cures quickly and properly.
September – October Paving, the last comfortable sealcoating, and the crack sealing that matters most Work that needs a long cure once nights turn cold This is the window to close every crack before winter. It is the highest-value month or two of the year here.
November Crack sealing early in the month; milling; emergency repair Sealcoating; large paving jobs once night temperatures drop Mix cools too fast to compact properly, and coatings will not cure. Mid-November is the practical cut-off.
December – February Emergency patching, planning, and measuring for spring Paving, sealcoating, striping With frost reaching about 36 inches, the ground itself is not in a state to build on.

Oak Grove paving questions

When is the last practical week to seal cracks?

Early to mid-November in most years. Crack sealant needs the surface to be dry and above a workable temperature to bond, and once night temperatures fall consistently that stops being reliable. Any lot here with visible linear cracking should be sealed before then, because the county crosses the freezing point more than fifty times over a winter and every crossing widens what is open.

Can you pave in cold weather?

Not well, and we will tell you so rather than take the job. Hot mix has to be laid and compacted before it cools, and in cold air, on cold ground, it loses that heat far too quickly. The result looks acceptable on the day and fails early. Milling and full-depth repair are less temperature-sensitive, so those are what we run at the edges of the season.

Why do you want to wait until the ground dries in spring?

Because you cannot build on a saturated subgrade. Wymore series expansive clay holds winter moisture, and compacting over wet clay simply pumps it. We would rather schedule base work for late spring and have it hold than start in March and rebuild it in two years.

How much cross-slope does a lot here need?

A minimum of about 1.5%. Much of the commercial area has very little natural grade change, so stormwater will sit on the surface unless the fall is designed and built into it. Standing water strips binder from aggregate and softens the clay beneath, so the slope is not a finishing detail — it is the thing that determines how long the lot lasts.

What does subgrade testing actually tell you?

How reactive the clay under your lot is. Plasticity readings indicate how much a soil will swell and shrink with moisture, and where those readings are high we install geotextile fabric and build a deeper base to isolate the pavement from that movement. Where they are moderate, a standard section does the job. It is the difference between designing a lot and guessing at one.
