Why Gardner pavement fails — and how we prevent it

Johnson County's heavy clay subsoils swell during wet spring months and shrink through dry summers, generating vertical movement that cracks any pavement without an adequate aggregate buffer. In Gardner, we install 6–8 inches of compacted crushed limestone with geotextile separation to isolate the HMA from subgrade movement.

Gardner's industrial parcels are graded flat for operational efficiency, but flat lots pond water unless slope is engineered precisely. We design a minimum 2% cross-slope into every industrial surface and tie into stormwater infrastructure to keep water off the pavement and out of the base. What does "moisture conditioning" actually mean?

Adjusting the water content of the subgrade so it compacts to its maximum density. Soil packs tightest at a specific moisture level — too dry and the particles will not rearrange no matter how hard you roll; too wet and the water carries the load instead of the soil, so it pumps under the roller. Conditioning is bringing it into that band before compacting, and it is a scheduling commitment rather than a technique.

Why does that matter so much in Gardner right now?

Because so much here is being built on ground that was graded recently. Southern Gardner is adding industrial square footage at a pace that outstrips most KC metro cities. New lots poured on recently graded clay require aggressive compaction testing and moisture conditioning before any paving begins. After paving, you cannot tell, which is exactly why the check belongs in the schedule rather than in the hope.

Because turning works pavement sideways rather than pressing down on it, and heavy vehicles heading toward the intermodal do a great deal of that on the routes through town. The result is shoving — the mat physically moving — which no surface treatment corrects. Those areas need a heavier rebuilt section with a binder course under the surface.
